Ontario Update: MPAC Launches Data Collection Campaign and Unveils new Business Property Report

Submitted by: Greg Martino, Chief Assessor and Data Officer, Municipal Property Assessment Corporation (MPAC), Pickering, ON

Spring has been busy at MPAC. I was pleased to attend the  CPTA Ontario Chapter Valuation and Legal Sypmposium in early May. The event was a success, bringing together property tax, valuation and legal professionals to discuss issues facing the industry. Thank you to event organizers for the opportunity to participate in the conversation and share an update from MPAC.

In other news from MPAC, we recently launched our annual Property Income and Expense Return as well as our first Business Properties Report.

Annual Property Income and Expense Return

As Ontario’s property landscape continues to evolve, having accurate, timely up-to-date information is more important than ever. That’s why, MPAC requests property information from property owners and/or their representatives as part of our Assessment Information Request Program.

On May 27, we launched our largest collection campaign with the Property Income and Expense Return. During this campaign, property data is collected from more than 38,000 income-generating properties, including retail stores, hotels, motels, multi-residential buildings, golf courses, offices and industrial malls. The deadline for owners to submit this information to MPAC is July 22, 2026.

To support compliance as required under the Assessment Act, we’ve made it easier than ever for property owners to submit the requested information securely through MPAC AboutMyProperty™. The online portal features many benefits for submission.

While owners are encouraged to submit their information through the online portal, MPAC also offers file-sharing solutions like B2B to support the customer experience. To learn more, visit mpac.ca/submit.

Did you know?

MPAC’s online portal has a carry forward option. If you submitted your information to MPAC last year, you will have the option of carrying forward that information and make updates, saving time and effort. For first time users of the portal, your information will be saved to support future submissions.

Important Information about the new affordable rental housing subclass

New in the Property Income and Expense Return this year, MPAC will collect affordable rental housing information, with specific questions for property owners of multi-residential units to help confirm eligibility with the provincial government’s new optional subclass. If eligible, property owners will be notified through a Property Assessment Notice later this fall.

MPAC’s inaugural Business Properties Report

In May, we released MPAC’s first-ever Business Properties Report. The report examines how Ontario’s business property sectors have evolved over the past five years (2021 to 2025). The report provides an overview of trends including development activity, sales patterns, and income performance across six key business property sectors: retail, office, small commercial, standard industrial, multi-residential, and hospitality.

The report utilizes information from MPAC’s comprehensive property database, including our roll return, aggregated income and expense information and property sales data. The result is a consolidated view providing insights into how economic conditions, changing consumer behaviours, and business needs are influencing regional growth patterns and Ontario’s business property landscape.

Property markets are dynamic and this information supports decision-making for our partners by providing insights on how communities and businesses across Ontario continue to evolve. I encourage you to explore the report and how trends are playing across business propery sectors and regions across our province: The Business Properties Report: Market Insights.
